(1902–86), Methodist minister and labor lobbyist; executive assistant to labor members, WMC (1942–44); director of social insurance, AFL (1944–50); director, European Labor Division, ECA (Marshall Plan) (1951–52); director, Department of Social Security, AFL and AFL-CIO (1953–65); member, NAACP National Labor Board; president (1969–77) and president emeritus (1980–86), NCSC; chair, FCA (1977–80). He urged non-discrimination in the USES and was influential in the passage of the Social Security Disability Act of 1956.
