Memorandum on Additional Personnel in Regional Offices

If the pendency figures currently before us reflect a true picture of the regional offices, it appears that Cleveland, Philadelphia, Detroit, and Atlanta have the greatest need for some additional help in the handling of the back log of cases.

Accordingly, I am suggesting that, when we receive additional help, the first field visits should be made to those offices for the purpose of clearing up cases pending for more than six months.

My only reason for being hesitant to accept the pendency figures as an absolute reflection of the case load is based on a conversation I had with Mr. Davidson. He feels that, in some instances, cases pending are fewer than the figures show. Mr. Lawson, of Region II, who was present at the time, had a similar feeling concerning his own region.
