OUTSTANDING EVENTS AND PROBLEMS

Adjustment of complaints against the Texas and Pacific Railway has been announced by Region X. These complaints involve the upgrading of Negro employees in boiler maker and machinist trades.¹

Region VII reports that a school for the training of Negroes in war occupations will be established in Jacksonville, Florida. The school will accommodate 600 students.

A new street railway case is now being handled by Region VI. It is the Gary Street Railway Company at Gary, Indiana. Complaints charge refusal to employ Negroes on platform operations.²

Two strikes—one at Akron, Ohio, and the other at Toledo—require attention in Region V. Latest reports from Akron indicate that the strike, which involved 200 Negro employees at the Goodyear Aircraft Corporation, approaches settlement. There is no late information on the Toledo strike, which occurred on Saturday, April 22, at the Chevrolet Transmission Plant. White workers left the job when Negro women were upgraded.³

A complaint of long standing involving American citizens of Japanese ancestry received positive action this week from the United States Coast Guard. American citizens of Japanese ancestry contend they are unable to obtain employment on merchant vessels solely because of their ancestry. A report from Admiral Waesche, of the Coast Guard, this week gives hope of settling these cases in Region II and XI.⁴ 

IMPORTANT CONTACTS WITH REGIONAL OFFICES, OTHER DIVISIONS, AND OTHER GOVERNMENT AGENCIES

Cases 4-UR-285 and 4-BR-248, concerning the Wright Automatic Tobacco Packing Machinery Company in North Carolina, have been returned to Region IV for further handling at the suggestion of the Legal Division.

Detailed inquiries concerning Final Disposition Reports on cases originating from USES 510 Reports have been answered in a memorandum addressed to Mr. McKnight, Director of Region V. A report analyzing the work of the Detroit office has also been sent to Region V.

At the request of the War Department, we have obtained information from Mr. Henderson, Director of Region VI, that statistical data from the Elwood Ordnance Plant may now be discontinued. The War Department is being informed.

Information concerning inclusion of non-discrimination clauses in Naval contracts has been forwarded to Region VI for further checking.

Complaints received from citizens of Tampa, Florida, who visited the office during the week, have been forwarded to Mr. Hunt in Atlanta. Theses citizens charge discrimination by the Tampa Shipbuilding Company.

Region XII has been requested to close case 12-UR-118, involving the Marine Firemen, Oilers, Watertenders and Wipers Association.

DFO CASES

We began the week ending April 15 with 46 DFO cases. Of these, 34 were being handled by examiners and 12 by the Legal Division. During the week, we received five (5) new cases and closed five (5)—three of those being handled by examiners and two of those being handled by the Legal Division. This makes a total of 46 DFO cases. Of these, 34 are being handled by examiners and 12 by the Legal Division. Our case load for all regions for the week ending April 15 was 2,083. The previous week it was 2,092. This represents a decrease of nine (9) cases.
