Memorandum on Request for Information from Mr. Kasper, Editor of the Employment Security Review

For sake of the record I am listing the points of information which I gave to Mr. Kasper at his request on Friday, January 15. It is my understanding that this material was needed for completion of the article submitted by the Committee for publication.¹

1. Mr. Kasper wished to know the minority population of the United States. I informed him that this was approximately 25,000,000 consisting of 1,800,000 Spanish-Americans, 5,000,000 Jewish persons, 12,865,000 Negroes and 4,668,000 aliens 10 years and over. The difference between these figures and 25,000,000 is accounted for by other less important national groups.
2. Mr. Kasper requested information on the number of cases handled by the Committee. I informed him that this was in excess of 7,000 beginning June 1941.
3. The editor of the Review wished to know how many hearings the Committee has held and how many were planned. I informed him that four regional hearings have been held and five others are planned. I listed these five as Cleveland, Detroit, St. Louis, Philadelphia, and Baltimore.
4. The Review article is to contain some information concerning the 510 reports of the U. S. Employment Service. I read the section of our Operations Bulletin concerning this to Mr. Kasper.
5. Mr. Kasper wanted some information on what happened if an order of the President’s Committee was defied by any corporation or union. I informed him that under the present arrangements Mr. McNutt would be expected to use the influence of his office to obtain compliance, and if this were not possible, the matter would then go to the President for action.

Mr. Kasper had asked for information on the number of persons placed in industry as a result of the Committee’s activities. I informed him that we were unable to furnish this figure.
